Debby Kaufman serves as a Policy Advisor for Research and Development at Israel’s National Council for Civilian R&D (MOLMOP), which operates under the Ministry of Innovation, Science, and Technology. In this role, she coordinated the government-appointed committee on National R&D Priority Areas, which in 2022 recommended investments in sectors such as AI, food tech, and space. She is also responsible for drafting the Council’s annual reports.

Until recently, Kaufman served as Spokesperson and Strategic Advisor at the Samuel Neaman Institute at the Technion – a national policy research center for science, technology, economy, and society.

Over the years, she has authored hundreds of reports for the Israel Innovation Authority and other leading organizations involved in R&D, high-tech, and economic development.

She is the author of the book "A Market’s Dream", published in 2003, which analyzes the rise and collapse of the dot-com bubble in Israel and globally, offering an accessible economic perspective on the era.

Kaufman brings over 25 years of experience in writing and economic analysis, with expertise in technology, R&D, environmental policy, science, and public economics. She began her career in the 1990s as a high-tech journalist for Haaretz and later contributed personal columns and articles to Ynet, TheMarker, Globes, and Calcalist. She has also edited hundreds of economic and scientific publications.

Beyond her professional achievements, Kaufman is deeply engaged in promoting sports as a vehicle for social equity and community well-being. She chaired the Israeli Paralympic Powerlifting Association for five years and advocates for the role of sports in rehabilitation, equality, and unity. A former national weightlifting athlete, she transitioned to triathlons, marathon running, and Ironman competitions following an injury.

Kaufman holds a BA in Geography with a specialization in climate studies and an MA in Public Policy, both from Tel Aviv University.
