Cluster Defense and Cyber Manager at the Growth Management — the National Program for Economic Growth. She leads growth initiatives in the fields of defense, cyber, space, homeland security, and dual-use, and promotes infrastructures, partnerships, and programs that connect government, industry, corporations, investors, and startups. As part of her role, she deals with removing barriers, developing the ecosystem, creating pilot and commercialization channels, and promoting the adoption of technologies in security and civilian markets.

Previously, she served as Vice President of Global Programs at HYPE Sports Innovation, where she managed international innovation programs, guided hundreds of startups, and led pilots with corporations and global organizations. Elinor holds a Bachelor’s degree in Law and a Bachelor’s degree in Governance, Diplomacy, and Strategy from Reichman University, is PMP certified from the Technion, and a graduate of the VC Academy program.
