Holds an LL.B in Law, a B.A in Government, Diplomacy, and Strategy from Reichman University, and a PMP certification from the Technion.
Elinor has extensive experience in economic growth and development, managing national and international innovation programs, and fostering connections between startups and global corporations.

In her current role as the Defense & Cyber Cluster Manager at the National Program for Economic Growth,  she promotes national growth infrastructure, removes regulatory barriers, and builds connections between government, industry, and the private sector.

Previously, she served as VP at HYPE’s Global Innovation Program, managing dozens of programs in collaboration with multinational corporations and leading hundreds of startup pilots with top global players.

She serves on advisory boards for various programs in the fields of defense and HLS in Israel.

Elinor believes in bridging worlds—security and civilian, government and entrepreneurship—and in the power of strategic infrastructure to build technological and economic independence.
