Adv. Elka Shalem is an attorney and former senior officer in the Israeli defense establishment, working at the intersection of national security, law, and public policy. She specializes in representing service members and security personnel injured during their service, assisting them in exercising their rights מול the Ministry of Defense, with deep expertise in the legal, medical, and regulatory aspects involved.

She is the owner of ES-SE, advising and representing suppliers working with the Ministry of Defense Procurement Administration, focusing on defense procurement, regulation, and strategic engagements.

Adv. Shalem holds an LL.B., a B.A. in Business Administration, and an M.A. in Middle Eastern Studies.

She served in the Israel Defense Forces for approximately 25 years, retiring as a Lieutenant Colonel. During her service in the Technological and Logistics Directorate (IDF), she held senior command roles and was among the first women in key professional positions. She took part in the Second Lebanon War and received the Chief of Staff Excellence Award in 2007.

She also serves as Head of the Regional Elections Committee in Hadera under the Central Elections Committee for the Knesset, leading large-scale operations and managing thousands of personnel on election day.

Adv. Shalem resides in Acre and serves as a voluntary external director in the city’s economic company,
