Hemda Mark is the former Deputy Director General of the Israeli Ministry of Defense and former Chief Economic Advisor to the defense establishment. In these and other senior roles, she participated in high-level decision-making forums and notably broke the "glass ceiling"—twice—within the Ministry of Defense.

Currently, she works independently as an economic and business consultant, guiding CEOs of organizations and entrepreneurs in building their strategic and business compass. She focuses on accelerating decision-making and growth through tailored strategic programs. She also serves as a consultant and lecturer for Maof(Israel’s Small Business Agency under the Ministry of Economy) and is a public representative at the Israeli Labor Court.

As Chief Economic Advisor to the defense establishment, she led the Ministry of Defense’s economic procurement policy. She also served as the coordinator for government-owned defense industries, led privatization efforts, and spearheaded the implementation of innovative engagement models, including BOT (Build-Operate-Transfer) projects—such as the development of IDF training bases like Ir HaBahadim.

She headed the defense system’s post–Second Lebanon War efficiency program and oversaw economic evaluations for long-term projects that served as the basis for major policy decisions.

As Director of the Fund for Discharged Soldiers, she initiated and led comprehensive programs that included professional training, academic education, counseling and career guidance, and financial support for discharged soldiers. She also initiated and led significant legislative reforms to the Discharged Soldiers Law, which came into effect in 2017 and significantly improved the rights of eligible individuals, including reservists and lone soldiers.

Earlier, she headed the Budgetary and Accounting Oversight Unit within the Office of the Comptroller of the Defense Establishment.

She also served for four years as an economic advisor on an official mission in the United States, during which she gained in-depth experience with both American and European defense industries.

Hemda holds an MBA in Business Administration (with honors) from Tel Aviv University and a Bachelor’s degree in Economics, also from Tel Aviv University.
