Shiri Fine-Grossman is the Executive Director of the Institute for Israel-Africa Relations and an expert on foreign policy, regional normalization processes (including the Abraham Accords with the United Arab Emirates, Bahrain, Morocco, and advancing relations with Saudi Arabia), connectivity between countries, and the development of partnerships between the public and private sectors.
The Institute for Israel-Africa Relations, established in 2024, works to advance policy, economic, and social initiatives in collaboration with government ministries, researchers, research institutes, and civil society organizations. The Institute’s activities are based on the understanding that Africa is rapidly becoming a central arena in the global competition for influence, investment, and resources—and positions Israel as a significant player in this system.
Between 2021 and 2024, she served as the Director of Government Relations Development at the global investment platform OurCrowd, where she initiated and developed partnerships and business opportunities for portfolio companies with government officials in Israel and around the world, with an emphasis on Asia, Africa, and the Middle East.
Previously, she served in the National Security Council (NSC) for 11 years in a variety of roles. In her last role as head of the Foreign Policy Branch responsible for the regional arena, she led the work of the Inter-Agency Headquarters for the Abraham Accords and was responsible for strategic ties with the Gulf states. In this role, she participated in the first official Israeli delegations to Bahrain and Morocco.
At the same time, she served for six years as the head of gender equality at the National Defense Commission — and was the first employee appointed to this position.
A member of the Deborah Forum since 2015, and in 2025 she was elected to the Executive Committee.
Shiri holds a master's degree in public policy from Tel Aviv University, and a bachelor's degree in law and government from Reichman University.
