Shiri Fein-Grossman

Shiri is an expert in Israel's normalization with countries in the region, including the United Arab Emirates, Bahrain, Morocco, and Saudi Arabia. Currently, she serves as the Head of Strategy and Operations at the Israel-Africa Relations Institute, a new think tank founded to promote Israel's relations with African countries. She is known for her eloquence as a public speaker and frequently appears as a pundit on i24NewsEnglish and Israel's Channel 11.


From 2021 to 2024, Shiri worked at the global investment platform OurCrowd as the Director for Government Partnerships. In this capacity, she leveraged government partnerships both in Israel and abroad, primarily in Asia, the Middle East, and Africa, to create value for OurCrowd and its portfolio companies.


Prior to her role at OurCrowd, Shiri spent over 11 years at Israel’s National Security Council (NSC) in various capacities. In her final position, she served as the Head of the Foreign Policy Branch for Regional Affairs in the Middle East, Africa, and Special Liaison Directorate. Shiri played a significant role in building relations with the UAE, Bahrain, and Morocco, and was part of the first Israeli delegations to Bahrain and Morocco.


In 2019, Shiri represented Israel in the Munich Security Conference Young Leaders program. From 2011 to 2016, she served in the Legal Department of the NSC as the Acting Deputy Legal Adviser. Additionally, Shiri was the first adviser to the Head of the NSC for Gender Equality and promoting women, a role she fulfilled for six years.


Shiri holds a MA in social science and public administration from Tel-Aviv University (TAU), as well as an LLB in Law and a BA in Government from Reichman University (IDC Herzliya).
